At a glance
CarnivalCiti gives new players a lot of free coins and a simple 1x playthrough, and its Lucky Draws add a little extra for regular players. But cash prizes start at $100, gift cards aren't offered, around half the games are locked behind a purchase, and the excluded-state list is long and reported inconsistently.

Our verdict on CarnivalCiti
CarnivalCiti is a small sweepstakes casino run by a Miami company, Citi Media Tech. It opens with a big free bonus, keeps a simple 1x playthrough, and adds daily, weekly and monthly prize draws for active players. Against that, cash prizes start at $100, there are no gift cards, and around half of its roughly 200 games are locked until you buy coins. Its excluded-state list is long and reported differently by different sources.
Our hands-on test with a real account is still in progress, so there’s no AmeriSpin rating on this page yet. CarnivalCiti’s own terms page wouldn’t open for us, so the facts below come from dated reviews and news reports, each listed at the end. Where sources disagree, we say so.
Welcome offer and free coins
CarnivalCiti uses two currencies. Gold Coins (sometimes just called Coins) are for fun only. Sweeps Chips (SC) are the promotional currency you can redeem for cash once played. The key detail: 1,000 Sweeps Chips = $1, so big-looking numbers are smaller than they seem.
- Free on sign-up: 10 million Gold Coins and 5,000 SC (about $5), added after you confirm your email. No code needed.
- Daily login: 1,000 SC (about $1). One review says the daily claim can be collected up to five times before a purchase resets the counter.
- First purchases: packs start at $2.99 (Gold Coins only). Reviews list a $4.99 pack with 3 million GC and 17,500 SC, and a $24.99 “VIP Access” pack. Pack contents change, so check the store.
- Other free coins: promo codes on social media, weekend double-SC offers and a postcard request reported at 2,000 SC.
Lucky Draws
CarnivalCiti’s most distinctive feature is its Lucky Draws. According to Casinos.com, you earn three e-tickets for every 10,000 SC you play. Tickets go into a daily draw (10,000 SC), a weekly draw on Sundays (25,000 SC) and a monthly draw (100,000 SC). That’s $10, $25 and $100 in prize value.
For a regular player this is a small bonus on top of normal play. It isn’t a reason to spend more: tickets come from play volume, and the prizes are shared across everyone in the draw.
Redeeming prizes
- Minimum: 100,000 SC ($100) for a cash prize. One review lists 10,000 SC, but most agree on 100,000.
- Methods: bank transfer through Trustly. Some reviews also list PayPal. There are no gift cards.
- Speed: reports range from one to five business days, with one review saying up to ten.
- Identity check: upload a photo ID and a utility bill before your first redemption.
- Other rules reported: a short trivia question about the games at redemption (wrong answers don’t forfeit your balance, per PlayUSA), and caps of about $10,000 a day.
From a player’s point of view, the $100 floor is the main hurdle. With 5,000 SC to start and 1,000 SC a day, a free-only player needs a lot of play before a first cash-out.
Games and apps
Reviews count about 200 games, mostly slots, plus video poker (Jacks or Better, Deuces Wild and others), fish games such as Mermaid Hunter, and a few arcade titles. Named studios include GMW, Habanero, KA Gaming and ZitoBox. There’s no live dealer section.
Around half the library is locked until you buy coins, and some games are reported to need the $24.99 VIP Access pack. That’s worth knowing if you plan to play only for free.
There’s no iOS or Android app. You play on the mobile website.
Where you can play
CarnivalCiti’s terms, as reported by CasinoBeats in September 2025, excluded Arizona, California, Connecticut, Delaware, Florida, Georgia, Idaho, Kentucky, Maryland, Michigan, Mississippi, Montana, Nevada, New Jersey, New York, Pennsylvania, Rhode Island, Washington and West Virginia. Reviews updated in 2026 also list Louisiana, which banned sweepstakes casinos in August 2026. One review lists Florida as a Gold-Coin-only state rather than fully closed.
CarnivalCiti left California and Arizona in September 2025, before California’s ban was signed and before Arizona had sent it any order. That suggests a cautious approach to state law. We found no report yet on its Oklahoma plans, but Oklahoma’s ban takes effect on November 1, 2026, so expect prize play to end there.
The map below shows where every state stands for CarnivalCiti today, including states that ban all sweepstakes casinos.
Is CarnivalCiti legit and safe?
- Who runs it: Citi Media Tech, LLC, registered in Miami, Florida, and founded in 2023. CarnivalCiti is its only listed casino.
- Not linked to Carnival Cruise Line: despite the name, there’s no connection.
- Support: live chat, email ([email protected]) and a toll-free phone line, which is more than many small sweepstakes sites offer.
- Legal history: we found no lawsuits or regulator actions naming CarnivalCiti. SweepsKings notes one BBB complaint in 2024.
- Home state: the operator is based in Florida, where the attorney general sued several sweepstakes operators in August 2026, and Florida appears on CarnivalCiti’s own excluded list.
Terms worth knowing
- Minimum age: sources disagree (18 or 21). Go by what the site asks at sign-up.
- Sweeps Chips have a 1x playthrough and are worth $0.001 each.
- One review says a Sweeps Chip balance above 8,000 SC blocks coin purchases until you play it down.
- We couldn’t confirm a coin expiry rule. Log in now and then to be safe.
